Get a thick glue called E6000. You find it at Hobby Lobby or a craft store, maybe even at Walmart. It is very thick, and you can work with only a few square inches at a time, but it is the best for what you are doing. It takes about 24 hrs to cure. I use it to glue beads on things, and they never come off. It dries clear so you don't see itlike you do with Gorilla glue, which I think is messy. From experience, hot glue does not hold as well.
Reply:For your frame dilema try painting the frame a similar color to the seashells and then glue them on with either Gorilla Glue or hot glue.
Reply:Hot glue works well. Try smaller shells to cover better.
