Is it wrong to throw pistachio shells on the street while driving??

I think just dropping them while outside is okay, but driving depends on the state for instance in my state (CA.) It is illegal for anything to come out of a moving vehicle with the exception of plain water and feathers from a live chicken. I probably wouldn't stand in one spot and leave a big ol' pile of them though pooky
