Yes, the flour tortillas can be made from scratch. The flour tortillas are going to be the soft white ones which you fold in half and make a taco or burrito out of, but if you are looking for the recipe for the crispy corn tortillas, sorry can’t help you there.
Tortilla recipe - for up to 8-10 tortillas
2 cups of flour
1 tsp salt
1 tsp baking powder
2 tablespoons lard or shortening, or / 1 tablespoon lard and 1 tablespoon cooking oil.
? - 1 ? cup hot water
Mix all dry ingredients first, then add lard to dry ingredients, when it resembles a cornmeal consistency, add ? cups water [ caution since water is hot stir with a spoon] then once its all mixed and cooled enough to touch – knead it for about 10 min.
Then cover it with a damp cloth and let it sit for another 15 min.
Pre- heat skillet, it needs to be pretty hot, med/high otherwise they will turn into crackers.
Divide into 8 to 10 balls of dough and spread into a circle. Place in skillet when they get air bubbles, it is time to turn them to the other side. Turn until they are cooked.

In the ethnic aisle at your local food store look for Maseca corn mix/meal. It's flour for corn tortillas. Follow the recipe for tortillas, then just fry the dough to make shells.

2 cups masa harina (tortilla flour)
1 cup water
2 teaspoons salt
Combine masa harina with water.
Mix with hands until dough is moist but holds its shape.
Add more water if needed.
Let dough rest for 15 minutes.
Divide dough into 12 balls.
Dampen dough slightly with water.
Using a tortilla press or a flat baking dish, press dough between two peices of waxed paper to a 6 inch round.
Carefully peel off the top sheet of paper.
Place tortilla, paper side up, on a hot ungreased griddle or skillet.
Gently peel off remaining paper.
Cook for 30 seconds or until edges begin to dry.
Turn and cook until surface appears puffy.
Repeat with remaining dough balls.
To make taco shells: In a heavy skillet heat 1/4 inch cooking oil.
Fry each tortilla 10 seconds or until limp.
With tongs, fold tortilla in half and continue frying holding edges apart.
Cook 1 1/4 to 1 1/2 minutes more or until crisp, turning once.
Drain on paper towels.

mix the dry ingredients then mix in the shortening. it should become mealy and then mix in the water a little at a time. it will for a dough, you knead that for about 3 minutes and cover with a dish towel and let it rest for about 30 minutes. then come back and make ball of dough about the size of golf balls and roll them out flat. then heat in a cast iron skillet (or a hot flat surface) and turn once the side gets a few light brown spots. do both sides and you're done.
